What is the CHEAPEST Mapping Solution, like mapquest or mappoint.

However, they ain't exactly cheap.

We need a cheap mapping solution for a few low budget clients. Trying to do some point to point mapping, as well, as show all locations in an area type thing. We need an API for this because it's all going to be dynamic, and plan on making less than 500k web calls a year, for one server, for one page.

Trying to get some opinions, and available solutions that you folks have worked with.
