What is the advantage of Skin over CSS

Hi,
What is advantage of Skin over CSS? They both control the appearance of
WebControls, and CSS also controls HTML controls.

Please help

Skins do not only set the appearance of a control, but also its
behaviour. Using skins, you can predefine a set of properties for a
control. CSS is used additionally to skins to refine the control's
appearance.
